On 18 March 2026, within the framework of the International Investment Forum IFT 2026, a landmark event took place for the region’s technology sector: the signing of the first official memorandum of cooperation. The agreement was concluded between the Turkmen company TMT CONSULTING and the leading Chinese investment firm Chunfengli Capital (春风里资本).

Chunfengli Capital is internationally recognised as an expert organisation specialising in the management of investment funds and the support of global technological innovation. For TMT CONSULTING, this partnership provides direct access to deep expertise in venture capital, as well as advanced approaches to managing high-tech projects.

Key Details of the Agreement

The document formalises the parties’ intentions to develop an innovation ecosystem and to attract foreign direct investment into high-technology projects. On behalf of the Chinese side, the memorandum was signed by Mr Shi Keqing, the legal representative of Chunfengli Capital, whose expertise in fund management and support of world-class start-ups will serve as a foundation for long-term cooperation.
